Latitude and 2-step authentication
Latitude not working with 2-step authentication, even with special generated key (Mango, v1.11, v1.12).
Unfortunately currently there is no way to integrate accounts with 2 steps authentication. We are continue our our investigation but now it is limitation of gMaps.

Unfortunately OAuth2 doesn't support all latitude functionality we currently provided at gMaps application

Maybe have a look at OAuth2 for google APIs (which supports 2 steps authentication)?

Using gMaps Pro v1.22, application-specific password does not work. :(

Eagerly waiting as there is no other alternative to having Google Maps on WP7 except gMaps. You can have direct authentication with 4-Digit code acceptance (SMS or phone call) or accept the alternate authentication code.

Hassan Gulzar described it correctly. Latitude doesn't work with 2step auth. Meaning it doesn't work at all.

I can confirm same non-working behavior in the recent v1.16. gMaps refused the Application Specific code and it did logged-in when I provided my actual credentials. However, Google sent me an SMS with the code to proceed but gMaps doesn't cater for that SMS code.
